When Mountstuart Elphinstone, during his governorship, conceived the idea of concentrating the literary and educational activity which had arisen from isolated efforts on the part of men who had themselves been brought into contact with Western culture, among his chief collaborators were Framjee Cowasjee Banajee and Framjee Patel.
He built the first bungalow in Malabar Hill during this time, and following his example, many prominent people took up residence here.

In 1808 he was appointed the first British envoy to the court of Kabul, Afghanistan with the object of securing a friendly alliance with the Afghans against Napoleon's planned advance on India.

Later, Mountstuart Elphinstone and John Malcolm laid a railway line from Mumbai to Pune through Bhor Ghat, making it a rail route with 28 tunnels, old bridges and magnificent views.
Starting with Sir John Malcolm in 1828, a succession of them from Sir Mountstuart Elphinstone, Arthur Malet (for whom the seat at "Point Arthur" is named), Carnac, Frere and many others became regular visitors.
