Đinh Thế Huynh (born 15 May 1953 in Nam Định Province) is the Head of the Commission for Popularisation and Education of the Communist Party of Vietnam and Chairman of the Theoretical Council.

Six years later the establishment of Xuân Thủy Wetland Natural Reserve was decided by the government, soon after it was upgraded to be the Xuân Thủy National Park in 2003, putting the National Park under the Department of Agriculture and Rural Development of Nam Định Province.
