Assigned to A Troop under the command of Captain Nicholas M. Nolan, he became the first non-white officer to lead Buffalo Soldiers of the 10th Cavalry.
He was a U.S. Commissioner (i.e. a federal magistrate appointed by the United States District Court for the Eastern District of New York to help with the enforcement of the Volstead Act) until 1931; and a judge of the Queens Municipal Court from 1932 to 1950.
He served five terms as mayor of Manchester in the 1990s before being defeated in the 1999 election by Democrat Robert A. Baines.
From 1968 to 1977 he was first a music teacher in a Hudson, New Hampshire high school before becoming assistant principal in the same school.
