Turbines are much less accessible when offshore (requiring the use of a service vessel for routine access, and a jackup rig for heavy service such as gearbox replacement), and thus reliability is more important than for an onshore turbine.

A 2007 Opinion Research Corporation (ORC) survey of 600 state residents found that 93% Massachusetts residents agree that the state should be "a national leader in using cleaner and renewable energy on a large scale by moving ahead with offshore wind power" and other clean energy initiatives.
