Until 1940 his deputy was the Austrian Arthur Seyss-Inquart, who took Wächter with him to the General Government where he was appointed as Governor of the administrative district of Krakow.
On 28 April 1943 the German Governor of District Galicia, Dr. Otto von Wächter, and the local Ukrainian administration officially declared the creation of the SS-Freiwilligen-Schützen-Division Galizien.

The area was governed by Karl Lasch from 1 August 1941 to 6 January 1942, and by SS Brigadeführer Dr. Otto Wächter from 6 January 1942 to September 1943.
