In 1899 he managed the successful mayoral campaign of Bourbon candidate Paul Capdevielle.
Shippers filed several lawsuits and restraining orders against the screwmen, and city leaders (including Mayor Paul Capdevielle) unsuccessfully attempted to mediate.
Paroled shortly afterward, and subsequently exchanged, he entered Legardeur's artillery battery, and continued in the Confederate service till the close of the war, when he surrendered at Greensboro, North Carolina, returning to New Orleans on foot.
