On 19 June 1913, the Fixed Defense Regiment, under command of Lieutenant Colonel Charles G. Long, was formed at the Philadelphia Navy Yard.
On 19 September 1939, he reported to the destroyer USS Greer (DD-145) at the Philadelphia Navy Yard at Philadelphia, Pennsylvania, where Greer was undergoing preparations for recommissioning on 4 October 1939 to become a part of the Neutrality Patrol ordered soon after World War II began in Europe.
He was commissioned as commodore on 15 August 1870, and was in charge of the Mediterranean Squadron from October 1870 until November 1871, and of the Philadelphia Navy Yard in 1872-74.
A pioneering career criminal and safe-cracker, he planned and took part in many of the major robberies of the post-American Civil War era including those of the Kensington Savings Bank and, in partnership with Ned Lyons, the Ocean Bank and Philadelphia Navy Yard.
After completing The Basic School at the Philadelphia Navy Yard, Chapman served with the 1st Battalion, 10th Marines at Quantico, Virginia, from April 1936 until August 1937.
