On Friday, December 13, 2013, Archbishop Joseph E. Kurtz, Archbishop of the Roman Catholic Archdiocese of Louisville (Louisville, Kentucky), and President of the United States Conference of Catholic Bishops (USCCB), named Bishop Barres to succeed Francis Cardinal George, O.M.I., who had served since 2011, as the Episcopal Liaison to the Pontifical Mission Societies in the United States.
He also worked 1987-2001 as pilgrimage director for the diocese, 1995-97 as vicar for clergy, 1995-2001 as diocesan director of the Pontifical Mission Societies and 1997-2001 as director of the diocesan Jubilee Office, while simultaneously serving as pastor of several parishes.
On June 26, 2012, Pope Benedict XVI appointed Bishop Protase Rugambwa, who until then had been serving as Bishop of the Roman Catholic Diocese of Kigoma (based in Kigoma, Tanzania; he had been named bishop there on
