Australia was linked to British telegraph cables directly in 1870, by extending a line from Singapore to Port Darwin, although it ran through the Dutch territory of Java.
In 1882 he set up a trial sugar plantation on Cox's Peninsula (later Cox Peninsula) across Darwin Harbour from Port Darwin, and organised the hire of 2,000 Singapore Chinese labourers to work the field at ₤1 per week.
In 1879, he described Penaeus esculentus in a paper in the Proceedings of the Linnean Society of New South Wales, basing his description on material in the Macleay Museum which had come from Port Jackson and Port Darwin, and noting that P. esculentus is "the common edible prawn of Sydney, and Newcastle, etc.".
Fry Court in Driver was named after Mr Charles Fry, a teamster who arrived with George Goyder's survey expedition in 1869 to found the colony of Port Darwin.
Shane Stone, in his introductory speech upon his election to the Port Darwin electorate in 1990, referred to Withnall as a "fearless and uncompromising advocate of self-government and statehood for the Territory".
