In 1939 he obtained a degree in physics from Ravenshaw College in Cuttac then went on to graduate with a degree in civil engineering from the Bihar College of Engineering in Patna in 1943.
Ray was born on 26 November 1926 at Bhanaragarh village in the Puri district of Orissa, He passed his B.A. examination in History from the Ravenshaw College in Cuttack and later studied Law in the Madhusudan Law College in Cuttack.
He then entered the Indian Education Service as headmaster of Patna high School, a professor at Ravenshaw College, Cuttack (Orissa), and a fellow of Calcutta, Madras and Osmania universities.
