Bicaba became the first athlete to represent the Republic of Upper Volta at the Olympic Games when he competed in the Men's 100 metres at the 1972 Summer Olympics.
He was concurrently appointed as Ambassador Extraordinary and Plenipotentiary to Mali and Niger then to Upper Volta and to the Ivory Coast.

At the October 1982 meeting of the IOC Executive in Lausanne, Switzerland it was unanimously considered the fundamental rules of the Olympic Charter governing the activities and conduct of National Olympic Committees to have been transgressed in Upper Volta.
Gérard Kango Ouédraogo (born Ouahigouya, Burkina Faso 19 September 1925) served as Prime Minister of Upper Volta (now Burkina Faso) from 13 February 1971 to 8 February 1974.
He was part of Brian Tiler’s squad at CAN 1978 and scored the first goal in Zambia’s 2-0 victory over Upper Volta (Burkina Faso).
