It was originally constructed in 1078-1093, on the ruins of the ancient Roman Achillean Baths, by order of Roger I of Sicily, who had conquered the city from the Islamic emirate of Sicily.
On landing, the few defenders the Normans encountered retreated and the following day Roger marched to the capital Mdina.

The town probably developed as a population center in the late Middle Ages, growing around the castle built by the Norman Count of Sicily Roger I in 1076.
