Following the death of Pierre Charles on January 6, 2004, Savarin remained as Tourism Minister following the appointment of Roosevelt Skerrit as Prime Minister.
During a visit to Venezuela, Dominica Prime Minister Roosevelt Skerrit, in June 2006, stated that Aves Island belongs to Venezuela, ending the territorial claim but not a maritime claim.
In July 2008 he agreed to serve a second term as President upon the expiration of his first term, following a joint nomination by Prime Minister Roosevelt Skerrit and Opposition Leader Earl Williams.
He acted as Prime Minister after the death of Pierre Charles until Roosevelt Skerrit assumed the Prime Ministership two days later.
