Prior to this date, Kettering Borough was represented by the Urban District Councils of Burton Latimer, Desborough, Rothwell and Kettering (wholly within the current Borough boundaries) and the Rural District Council of Kettering Rural (mainly within the current Borough boundaries).
He was also very active in local public affairs in Devon, as chairman of Abbotsham Parish Council, member of Bideford Rural District Council, vice-chairman of Bideford Board of Guardians, member of Devon County Education Committee and a local Commissioner for Income Tax.
Active in the Ulster Farmers' Union and in Unionist associations, he achieved senior office in the Orange Order and the Royal Black Institution and served on Omagh Rural District Council from 1952 until his death.
He was elected to Tangley parish council for 12 years from 1964, to Andover rural district council for seven years from 1965, and to Hampshire county council for five years from 1970.
In June 1968, Dungannon Rural District Council was accused of discriminating against a Catholic family when it allocated a new council house in the Caledon area to a young single Protestant woman with links to a local Unionist politician.
In retirement he worked at the School of Infantry, Warminster and was also a councillor on Amesbury Rural District Council.
Tadcaster gave its name to a much larger rural district council, Tadcaster Rural District and other administrative areas.
