Metro Baguio or BLIST is an agglomeration of Baguio City and four surrounding Municipalities of Benguet namely: La Trinidad, Itogon, Sablan, and Tuba.

Apuron was born in November 1, 1945 in Tamuning, Guam, the eighth of ten children of Manuel Taijito Apuron and Ana Santos Sablan.

At the age of eleven, Sablan began boarding at Xavier High School, a Jesuit school in Chuuk in the Federated States of Micronesia, then administered by the United States.
The other roads are Marcos Highway (also known as Ben Palispis Highway in Benguet and as the Jose Aspiras Highway in La Union) from Agoo town, and Naguilian Road from Bauang both in La Union province.

The project would benefit not only La Union but also Benguet and Baguio itself since Barangay Palina shares a part of the Jose D. Aspiras Highway (formerly Marcos Highway), the main route to Baguio City.
Bordallo-Sablan then went on to beat the Camacho-Moylan team, which had just barely beat the Republican rival team of Paul Calvo and Antonio Palomo in the primary.
