After the Fall of Constantinople to the Ottomans in 1453, in sixteenth century the chapel became part of the large land estate bought by the hospodar of Moldavia to host his envoys in Istanbul, and named accordingly Boğdan Sarayi ("Moldavian Palace").
During the Van resistance, Armenians who left via Persia took defense positions in the Bargiri, Saray and Hosap districts of Van Province.
In the 18th century when the Crimean Khanate fell to the Russians, the Giray family of the ruling Khans, descendants of Genghis Khan himself, were settled here by the Ottoman sultans.

At the top north-east corner the land begins to rise to the Strandzha (Yıldız Dağları) range of hills.
The avenue was renamed Tbilisi Avenue from its earlier name Saray Highway on September 13, 1963 by the Baku Executive Soviet.
