While the first meteorological observation post was in a nearby private house, a meteorological observation station (Serbian Meteorološka opservatorija) building was built in 1891 by architect Dimitrije T. Leko, on Vračar's plateau, in Savinac (recognized also as Englezovac, named after Francis Mackenzie).
Savinac is located in the western part of the municipality, on the western slopes of the Vračar hill and stretches from the Slavija square to the Vračar plateau and the Temple of Saint Sava.

Historically, Savinac represented geographical end of Belgrade, opposite to Kalemegdan, on Belgrade's central line Kalemegdan-Trg Republike-Terazije-Beograđanka-Slavija–Savinac, where central line, tram No 1 used to run, in the first half of the 20th century.

It flows near the village of Krivi Vir and continues generally to the north-east, flowing through the Crnorečka kotlina (Cyrillic: Црноречка котлина; "depression of Crna Reka"), populated with many smaller villages (Lukovo, Jablanica, Valakonje, Savinac, Gamzigrad, Zvezdan).
