Excluded were the eastern areas belonging to Brunswick including the district of Blankenburg and the exclave of Calvörde (part of the district of Helmstedt), which fell within the Soviet Zone and was integrated into the state of Saxony-Anhalt, and the Hanoverian Amt of Neuhaus, which also lay on Soviet-occupied territory and was not united with Lower Saxony until 1993.
Since the plant was to be in the future Soviet zone of occupation and the Russian troops would get there before the Allies, General Leslie Groves, commander of the Manhattan Project, recommended to General George Marshall that the plant be destroyed by aerial bombardment, in order to deny its uranium production equipment to the Russians.
He returned home to the Soviet Zone of Occupation and joined the Socialist Unity Party of Germany in 1946.
