After leaving the navy in 1946, he worked for the Wells Organisation, an international organisation assisting churches in fundraising from their members, and also worked for the State Electricity Commission of Victoria for a time.
He was deputy director of the Electricity Supply Industry Reform Unit within the Department of Treasury and Finance which was responsible for restructuring of the State Electricity Commission of Victoria and the Gas and Fuel Corporation of Victoria and the subsequent privatisation of the electricity and gas businesses.
