He was deputy director of the Electricity Supply Industry Reform Unit within the Department of Treasury and Finance which was responsible for restructuring of the State Electricity Commission of Victoria and the Gas and Fuel Corporation of Victoria and the subsequent privatisation of the electricity and gas businesses.

He assisted in the development of an Economic Policy Package proposed by Roger Douglas, the Labour party spokesperson on Finance.
