Also in 1999, he was appointed to the Board of Directors of the Hawaii Supreme Court Special Committee on Judicial Performance and at the time of appointment to the attorney general's office, served as its vice chairman.
In February 2009 (confirmed in May 2009) he replaced retired Associate Justice Steven H. Levinson on the Supreme Court of Hawaii.

He was the great grandson of Gerrit P. Judd, the first doctor to reside in Hawaii, and grandson of Albert Francis Judd, Chief Justice of the Supreme Court of Hawaii.
