The formation HQ is under Operational Command of Supreme Allied Commander, Europe (SACEUR).
While in the Army, Pappageorge served as Special Assistant to General Alexander Haig, who was then the Commander in Chief, U.S. European Command (CinCUSEUR) and Supreme Allied Commander Europe (SACEUR) (and later U.S. Secretary of State).

After graduating from the NATO Defence College in Rome, Italy, he was promoted to Brigadier General in 1980 and assigned to SHAPE in Mons, Belgium, where he served as the Chief of Operations Center from 1980 to 1983.
Rebuilt after the war as a joint civilian airport/NATO facility, the primary use of Orly Air Base was to meet the needs of personnel supporting Supreme Headquarters Allied Powers Europe (SHAPE) at Rocquencourt, with secondary functions as a personnel processing center for inbound and outbound personnel assigned to France and as a limited operational transport base.
He was recalled to active duty in October 1950 and assigned first to Headquarters Tactical Air Command, Langley Air Force Base, Virginia; then as deputy for operations, 49th Air Division, Sculthorpe, England; and later as chief, Air Plans and Operations Section, Supreme Headquarters Allied Powers Europe.
From 2006 to 2009 he was head of the offices of the then Chiefs of Staff of the Supreme Headquarters Allied Powers Europe, Rainer Schuwirth and Karl-Heinz Lather in Brunssum, Belgium.
