In the years 1981-1993, he worked closely with then Mayor of Jerusalem, Teddy Kollek, in charge of planning and development.
In the 1970s Eshel served as a member of Jerusalem City Council and as deputy mayor to Teddy Kollek.
On November 13, 1972, Kollek appeared alongside New York Mayor John Lindsay on The Tonight Show Starring Johnny Carson.
