Bush delivered his Veterans Day address at Tobyhanna Army Depot, commending the installation as a “facility that has provided critical services for our armed forces” and applauded the depot workers as men and women who have been “carrying out dangerous missions with bravery and skill.”

At that time the U.S. Army had no artillery training range east of Wisconsin, and Major Charles P. Summerall, commander of the 3rd Field Artillery at Fort Myer, Virginia chose the site as a suitable training range.

Regionally, McDade was the principal advocate for the Tobyhanna Army Depot and was instrumental in establishing the Delaware Water Gap Recreation Area, the Steamtown National Historic Site, and the National Fishery Laboratory in Wellsboro.
