After his resignation from the Bureau in 1896, he established a private meteorological observatory in Trappes near Versailles.
On 6 March 1944, Charles Portal ordered attacks on the marshalling yards at Trappes, Aulnoye, Le Mans, Amiens, Lougeau, Courtrai and Laon.
Starting in 1896 he launched hundreds of weather balloons from his observatory in Trappes, France.

The engines were assigned to the depots of Paris-Vaugirard, Montrouge, Batignoles, Sotteville (Rouen), Le Havre, Dieppe, Trappes, Chartres, Caen, Cherbourg, St-Brieuc, Brest, Nantes, Rennes and La Rochelle as well as industrial railways and harbours.
