On December 8, 1918, a temporary revolutionary government, chaired by Vincas Mickevičius-Kapsukas, was formed solely from members of the Communist Party of Lithuania.

The Terror Sphere is dedicated to sculptures of founders of the Communist Party of Lithuania (Zigmas Aleksa-Angarietis, Vincas Mickevičius-Kapsukas) and officers of the Red Army (Feliksas Baltušis-Žemaitis, Ieronim Uborevich).
Vincas Mickevičius was born to a family of peasant farmers on October 19, 1882, in the village of Subartonys in Dzūkija ethnographic region of Lithuania.
