Along with Edson F. Cady, he was a founder of Snohomish, which would become the county seat from 1862 until 1896.
Cady was elected as an Adams-Clay Democratic-Republican to the 18th United States Congress, holding office from March 4, 1823, to March 4, 1825.
In 1934, Blackney defeated incumbent Claude E. Cady to be elected as a Republican from Michigan's 6th congressional district to the U.S. House for the 74th Congress, serving from January 3, 1935 to January 3, 1937.
