In 1906, a line was added to Nowe Skalmierzyce, the border crossing between the Russian-controlled Vistula Land and the German Empire.
In the northeast, Upper Silesia bordered on remaining Congress Poland, the Russian partition that was incorporated as Vistula Land by 1867.
The former Kingdom of Poland continued to use the Polish currency (złoty) and the Administrative Council retained some of its privileges (although it was directly controlled by the Russian governor Field Marshal Ivan Paskevich).

Built between 1900 to 1903 during Warsaw's later Russian era, the building originally provided the home to the Alexander Suvorov Cadet Corps of the Imperial Russian Army.
