Youth Outreach was formed in 1991 due to the proposal of the Hong Kong Council of Social Service (HKCSS) to work for youth life crisis prevention and youth healthy development.

In response to the new academic structure 334 Scheme announced by the Education Bureau in the past few years, Youth Outreach's Deputy Executive Director, Ben Chan (Chinese:陳達湘), expressed interested in providing OLE (Other Learning Experiences) courses to interested schools.
