Prior to the late 1930s disaster affected communities made do as best they could but in 1938 Australia followed the United Kingdom in establishing an Air Raid Precautions (ARP) Organisation.

When the First World War broke out in 1914 both Bernard and Basil joined the Royal Naval Air Service, with whom Bernard served as an air-raid warden.
He and his wife Annette (whom he had married in 1900) retired to Saint Aubin, Jersey, but from 1938 he worked in air raid precautions.
