John Rutherford Blair (1843 – 25 November 1914) was the Mayor of Wellington, New Zealand from 1898 to 1899.

It is named after the primary instigator of its construction, Sir Michael Fowler, at the time the mayor of Wellington.
Despite public protests led by Mayor of Wellington Michael Fowler, the line closed on 22 September 1978 for re-gauging and installation of new steel cars and equipment by Habegger AG of Switzerland, becoming a full funicular.
A brother Robert Alexander Wright was Minister of Education and Mayor of Wellington.
