Bevin has served as a consultant and adviser to several groups due to his military expertise, including work for the Rand Corporation, work as a consultant for military simulations instituted by the United States Army Training and Doctrine Command, and as director of information at the University of Virginia in Charlottesville, Virginia.
In 1996, General Charles C. Krulak, Commandant of the U.S. Marine Corps issued a directive to use wargames for improving "Military Thinking and Decision Making Exercises".
As of July 2008, Visual3D Game Engine has been employed for multiple private business projects and by the US Department of Defense for military simulation and training.
After reading about some of these at the University of Maryland and seeing products like "Convene", Roger Smith, an engineer in the military simulation industry undertook to create a conference on military simulation.
