It was a merger of the urban district of Filey and part of the Bridlington Rural District, from the historic East Riding of Yorkshire, along with the municipal borough of Scarborough, Scalby and Whitby urban districts, and Scarborough Rural District and Whitby Rural District, from the historic North Riding.
Reading maintained its representation by two members of parliament with the Reform Act 1832, and the borough was one of the ones reformed as a municipal borough by the Municipal Corporations Act 1835.

In 1965, the municipal borough was abolished and its former area was combined with that of Wanstead and Woodford, the northern extremity of Dagenham and a small part Chigwell Urban District around Hainault; it was removed from Essex and since then has formed the greater part of the London Borough of Redbridge in Greater London.

The dissolution of Tipton Municipal Borough saw the bulk of the authority absorbed into an expanded borough of West Bromwich, while most of the Tividale area of Tipton was absorbed into the new County Borough of Warley (centred on the towns of Oldbury, Smethwick and Rowley Regis) and a small section of the Tipton Green area (including the former council offices in Sedgley Road West) was absorbed into an expanded County Borough of Dudley.
