The first meeting between the two heads of state took place at the private home of General de Gaulle at Colombey-les-Deux-Églises in September 1958.
The Franco-German Ministerial Council replaces the regular summits of the heads of state of France and Germany as designated in the Élysée Treaty of 1963.
The project originated from the "Franco-German Youth Parliament" in Berlin on 21 January 2003 which gathered 500 young pupils from the French and German upper secondary school at the occasion of the 40th anniversary of the Franco-German Élysée Treaty.
