Built overlooking the Atlantic Ocean in the Ouakam suburb, the statue was designed by the Senegalese architect Pierre Goudiaby after an idea presented by president Abdoulaye Wade and built by Mansudae Overseas Projects, a company from North Korea.

The project was launched by then Senegalese president Abdoulaye Wade who considered it part of Senegal's prestige projects, aimed at providing monuments to herald a new era of African Renaissance.
In 1998 the structure is consolidated and in 2000 there is a considerable change: Abdoulaye Wade is elected president of Senegal few months before the opening of the event.
It has been reported that Serigne Saliou Mbacke personally chose his successor, and that the grandsons of Amadou Bamba (including Serigne Saliou Mbacke's son, Serigne Cheikh Saliou Mbacké) have all pledged their loyalty to the new caliph, and that Bara Mbacké was visited by both President Abdoulaye Wade and Senegalese opposition leaders within 48 hours of his uncle's death.
