Note that this file is actually an ASF file with a misnamed MP3 filename extension, of which in turn contains the audio recording in the MP3 format.

The Media Stream Broadcast (MSB) protocol allows the multicast distribution of Advanced Systems Format (ASF) content over a network for which multicasting is enabled.
It can play MP3, Ogg Vorbis, ASF and WMA format files, and can record voice into MP3 at bit rates from 32 kbit/s to 128 kbit/s from a built-in microphone.
