Constructed in 1892, to a design by open competition winner Alexander Brown, the Central Library, which was opened by its benefactor Andrew Carnegie, stands at the west end of the terrace.
He was a great-uncle of Alexander Brown, author of books on the early history of Virginia and a family history, The Cabells and their Kin (1895).

Alex. Brown & Sons, the first investment bank in the United States, founded by Alexander Brown in 1800
John Crosby Brown (1838 – June 25, 1909) was a partner in the investment bank Brown Bros. & Co., which was founded by his father James Brown and his uncles, the sons of Alexander Brown of Baltimore.
The couple had 9 children: 6 sons, including Alexander Brown Mott (1826-1889), Valentine Mott, Jr. (1822-1854), and Thaddeus P. Mott; and 3 daughters, including Louisa Dunmore Mott, who in 1842 married the surgeon William Holme Van Buren.
Through her father, Bertha was a descendant of merchant bankers Alexander Brown of Baltimore, James Brown and Brown's son-in-law and partner Howard Potter of New York; and through her mother, the granddaughter of Charles James Kershaw and Mary Leavenworth Kershaw (a descendant of Henry Leavenworth).
