The ADF was formed by puritanical Muslim Ugandans of the Tabliq sect who merged with the remnants of another rebel group, the National Army for the Liberation of Uganda.

It began as a minor group in the forested Ruwenzori mountain range along the border in 1996, but expanded its activities over the next several years.
A rebel group operating in western Uganda and eastern Democratic Republic of the Congo, near the Rwenzori Mountains, the Allied Democratic Forces, emerged as a localized threat in 1996 and inflicted substantial suffering on the population in the area.
The Council also called on all parties to take forward the disarmament, demobilisation, reintegration and repatriation/settlement of all armed groups, in particular the National Council for the Defense of Democracy-Forces for the Defense of Democracy (FDD), the Rwandan ex-FAR/Interahamwe and the Allied Democratic Forces (ADF).
The Resolution condemned the March 23 Movement for its attacks on the civilian population and MONUSCO peacekeepers, and demands the rebels groups in the area (FDLR, LRA, Mai-Mai militias, FNL and ADF) to cease immediately all forms of violence.
