He studied classics and ancient history at the University of Western Australia (BA 1983), during which time he was a member of the rock band The Triffids, then returning to Melbourne to study theology at Trinity College (BD (Hons) 1986).

On his return to Australia in 1996, McGowan was associate priest at South Perth, was appointed a canon of St George's Cathedral, Perth and lectured at the University of Notre Dame Australia in Fremantle.
