The neighborhood gets its name from the mansion of Lawrence C. Phipps (1862-1958) who was a United States Senator who represented Colorado from 1919-1931.

He was a fellow (1866) of the Royal Institute of British Architects, serving on its council in 1875-6, and also of the Society of Antiquaries.
In 1945, the property was acquired by Griscom Bettle followed by John H. H. Phipps and in 1958 inherited by Colin Phipps.
In 1941, John H. H. Phipps, Michael Grace Phipps (1910–1973), Charles Skiddy von Stade and Alan L. Corey, Jr., all players in residence at the Gulfstream Polo Club, won the U.S. Open Polo Championship at the Meadow Brook Polo Club.
Among the honorary pall-bearers were Gov. Theodore R. McKeldin, Vice Admiral Harry W. Hill, superintendent of the Naval Academy, and Senator Louis N. Phipps.
