The centre of the planning appeared to be the Nui Cam Pagoda in Châu Đốc, while many participants also appeared to have been sympathisers and affiliates of Prince Cường Để, who was living in exile.
The town is a busy trading center due to its border position with Cambodia.

It is similar to a very large swampy floodplain stretching along the Bassac River from Châu Đốc to the foot of the Takeo Plateau.
The Mekong Delta, as a region, lies immediately to the west of Ho Chi Minh City(formerly known as Saigon), roughly forming a triangle stretching from Mỹ Tho in the east to Châu Đốc and Hà Tiên in the northwest, down to Cà Mau and the South China Sea at the southernmost tip of Vietnam, and including the island of Phú Quốc.
Important places of interest in the Mekong Delta are: Vĩnh Long homesteads, Mỹ Tho (gateway to the Mekong Delta, a town founded in 1680 originally by the Chinese refugees, now inhabited by locals practicing vocations of fishing and rice cultivation), and Bến Tre town and canals, Khmer pagodas, Trà Vinh – Mekong's first inhabitants, floating fish farms, Cham villages near the town of Châu Đốc, Phú Quốc island and many more sights.
