He was a member of the Philadelphia Common Council from 1848 to 1854, organized the Corn Exchange Bank, and was its president from 1858 to 1871.

Detroit City Hall

Though a poll by Survey Associated showed Detroiters favored preservation of the building 58% to 21% in favor of demolition, the Common Council, with the support of Mayor Louis Miriani, voted five to four on January 17, 1961 to demolish the building.

Frank Crowther

In 1912, Crowther moved to Schenectady, New York and continued the practice of his profession until elected to Congress; he was president of the common council of Schenectady in 1917 and 1918, and elected as a Republican to the Sixty-sixth and to the eleven succeeding Congresses, holding office from March 4, 1919 to January 3, 1943.
