The current Act enables the President, acting on the advice of the Prime Minister, to create a GRC from three to six electoral wards.
He has since been re-elected as an MP representing the Group Representation Constituencies (GRCs) of Toa Payoh (1988), Thomson (1991) and Bishan-Toa Payoh (1997, 2001, 2006 and 2011).

In 1994, Yao was publicly challenged by the leader of the opposition Singapore Democratic Party (SDP), Dr Chee Soon Juan, to stand against him in a single member constituency at the next general election.
