Mokhtar was born on May 11, 1962 at Mazar-i-Sharif in the Balkh province of Afghanistan to a Pashtun family from the Durrani clan.
Originally, some 20,000 soldiers from various Pashtun Tribes ( Yusafzais, Ghoris, Lodis, Ghilzai, Barech, Marwat, Durrani, Tanoli, Tarin, Kakar, Khattak, Afridi and Baqarzai ) were hired by Mughals to provide soldiers to the Mughal armies and this was appreciated by Aurangzeb Alamgir, an additional force of 25,000 men was given respected positions in Mughal Army.
The Nasher Clan of the Kharoti tribe is based in the Konduz Province in Northern Afghanistan, where they were exiled by the ruling Abdali/Durrani tribes.
Captain Durrani was presented with his George Cross by Field Marshal Lord Wavell in 1946 at a special investiture ceremony held at the Red Fort, Delhi.

He was father of Shahzada Rehmatullah Khan Saddozai Durrani who is father of Sardar Ahmad Khan (Sadozai) Durrani Chairman Sadozai Qaumi Welfare Organization settled in Copenhagen Denmark now living in Quetta, Noor Ullah Khan Durrani settled in Harran Norway, Habibullah Khan Sadozai settled in United Kingdom and others four more sons etc.
Among them were son of Shahzada Kamran Durrani, Shahzada Sardar Bismillah Khan Durrani, migrated with his son Sardar Rasheed Khan Durrani and grandson Sardar Nidda Durrani and family with personal guards to a small fort of an elder of the Kakar tribe in Kuchlak near British Quetta.
