Over the years, Politehnica Timișoara fans have established close friendships with the supporters from Rapid București and the Nordkurve from Borussia Mönchengladbach.
In 2000–01, he scored a career-best – in Europe – 11 goals in 28 games, as the Sadinos returned to the top level immediately after being relegated; in late February 2003, he left S.C. Farense and switched to Romania with FC Rapid Bucureşti.
On 29 October 2007, his funeral ceremony, held at St. George's Cathedral and at St. George's Military Cemetery, was attended by more than 5,000 people (including Nicolae Dică & Adrian Neaga from Steaua Bucharest and Dănuț Coman from Rapid Bucharest who were coached by Dobrin in their youth years).
He was promoted to the FIFA referees list in 1999 and took charge of his first UEFA Cup match – a first round tie between Rapid Bucureşti and Liverpool – on 14 September 2000.
However, Velcea loses both finals, first 0–2 at home against Rapid Bucureşti in 2007 and the other one in 2009 at Tudor Vladimirescu stadium 3–0 against CFR Cluj.
