In December 1903 a Legislative Council member, Gershom Stewart, suggested that the typhoon shelter be expanded.
At the general election in January 1910 Stewart stood as the Conservative candidate for the Wirral, a seat which had been held by the Conservatives from its creation in 1885 until won by the Liberals in 1906.

He was a member of the Legislative Council of Hong Kong, and after his return to the United Kingdom he sat in the House of Commons from 1910 to 1923, as the Member of Parliament (MP) for the Wirral division of Cheshire.
