After the war, on the recommendation of Gordon Drummond, temporarily Governor General of Canada, Bulger was appointed Secretary for the Red River Settlement, taking up the post in 1822.
The latter is likely the case, based upon evidence compiled by Donald Graves, a Canadian historian employed at the Directorate of History, Department of National Defence Canada (Graves, 1997).

General Gordon Drummond had lifted the Siege of Fort Erie on 21 September 1814, and withdrew to a strong defensive position at Fort Chippawa on the north bank of Chippawa Creek.
Following their return to the fort, the British, under Gordon Drummond, attempted to capture the fort and the Siege of Fort Erie followed.
