Clifford was born in Roehampton, London, the sixth of the eight children of Major-General Sir Henry Hugh Clifford and his wife Josephine Elizabeth, née Anstice; his grandfather was Hugh Clifford, 7th Baron Clifford of Chudleigh.
Hugh Clifford, 2nd Baron Clifford of Chudleigh (1663–1730) was baptized on 21 December 1663 in Ugbrooke and died on 12 October 1730 in Cannington, Somerset, England.

She was the daughter of the 2nd Earl of Newburgh and was the widow of Thomas Clifford, son of the 2nd Baron Clifford of Chudleigh.
His father Thomas Clifford who married Barbara Aston of Tixall Hall was a brother of the 4th Baron Clifford of Chudleigh.
