The tunnel was designed by civil engineer Clifford Milburn Holland, who would later serve as the first chief engineer of the Holland Tunnel.

The Broadway lines connected to the New York City Subway's Broadway–Seventh Avenue line at the Van Cortlandt Park—242nd Street station in the Bronx, their southern terminus and the subway's northern end.
