For several years, Williams has also served as a member of international training delegations that have traveled to the International Criminal Tribunal for Rwanda (ICTR) in Arusha, Tanzania, and the International Criminal Tribunal for the former Yugoslavia (ICTY) at the Hague.
In 2009 he co-authored Madame Prosecutor: Confrontations with Humanity’s Worst Criminals and the Culture of Impunity together with Carla Del Ponte, the former Chief Prosecutor of the International Criminal Tribunal for the former Yugoslavia and the International Criminal Tribunal for Rwanda.
At the invitation of then-Secretary General of the United Nations Kofi Annan, Judge Byron, while serving as Chief Justice of the Eastern Caribbean Supreme Court, from which position he retired, became a permanent Judge of the United Nations International Criminal Tribunal for Rwanda (ICTR) in 2004.
In 2001, he joined the International Criminal Tribunal for Rwanda, where he led the prosecution in the "Media Trial" against the leaders of the RTLM radio station and Kangura newspaper for inciting the Rwandan Genocide of 1994.
It noted that the trial could not take place in the Sierra Leonean capital of Freetown due to security concerns, nor at the International Criminal Tribunal for Rwanda as it was engaged with other tasks, and that no other tribunal existed in Africa.
